    Which would be the better solution for scenarios where a person is controlling a small robot such as one that could be used to navigate inside blood vessels or small spaces? A VR system or a live camera feed? A VR system could be more powerful but on the other hand a live camera gives actual on site information

    I'm going to say in this very specific case a live camera is preferred. HOWEVER before starting the operation, and while training for this TYPE operation VR might be used by the doctors and medical students.
