    As with so many weird things on Steam the rule is there because at some point it was exploited.

    It's alright from what I gather I just have to buy a game from steam at some point rather than using a CD Keys site.

    I have a Steam account, but haven't bought a game on it yet. I've been trying to have the same username across all the platforms, but I had to make it slightly different for Steam.
