When playing virtual reality games, can I interact with the game characters as if I was talking to someone I know? Can I direct them and have them answer back or give me advice?

This would depend on the game, but most likely yes. In typical RPG (Role Playing Games), these are called NPCs, (or Non Players Characters) and they are used to advance the story, or perform repetitive function such as run the tavern, or the blacksmith shop.
