After connecting the controller to the phone "successfully" I am able to hook my phone to the headset and NFC is working. The controller is visible on screen but does not respond when I make any movements. I have tried unpairing several times and reconnecting to the phone and have no issues with bluetooth. Not sure what else I could try.

You have of course rebooted your device? Also have you fully charged the controller? Try this press and hold both buttons on the controller for about 30 seconds, NOT the thumb button, the other two.

Same problem. Deleting app data did nothing. Holding buttons down for 30s did nothing. App claims remote is paired. Battery is fully charged. Moving the remote does nothing, app shows remote as pointing fixed in one direction. Pressing buttons does nothing.

Have you tried deleting the Bluetooth pairing and trying again?

I'm having this same issue. It's connected, paired, charged, I've tried updating, uninstalling and reinstalling, and force stopping google VR. It just sits on the screen, frozen, and any button I push makes no difference. It won't move.
