Is there a list of current features support by web based vs native AR applications?

I need to decide for a current project whether to go Vuforia+Unity or Javascript

The short answer would be not that I've seen. Each framework is different and what it offers varies.

For Web AR the only framework I would ever consider is 8th Wall.

For Unity there is a ton of options. Vuforia, arcore, ARkit, easyar, 8thwall, wikitude, AR Foundation, etc.

Each has distinct advantages and limitations. I use different ones for different projects depending on the requirements of the project.

They are constantly changing too, take arcore for example. It used to be an android framework and now it does iOS and Android. At the same time, 8th wall allows planar tracking on all even old devices for free. Easy AR does image tracking much like OpenCV on all even old devices for free. Meanwhile arkit only works on iOS.

So specifics make a big difference...
