    I have a z210 with i7 2600 and 16gb ram, running W10. If I put a GTX1060 card and USB3.0 PCI card in, can I run an Oculus Rift VR headset ?

It sounds like it, BUT if you go to this page and scroll down, you will see a listing of recommended and minimum specs required for the Rift. Looking at that list, with the additions you plan you SHOULD be ok.

That is a great VR machine indeed, but be sure you have enough USB 3.0 ports, you need 2 of those and a couple 2.0 for the controller.
