VR is generally considered safe for children BUT you should monitor and set limits, you may also want to check with your pediatrician especially if your child has any medical issues such as epilepsy or anything along those lines. We have a whole sub forum dedicated to this topic...

I didn't see the question till now, lol, but @pkcable is right. There's no reason not to use it on younger kids; just exercise moderation, limit how long they're in VR, etc. With the addition of Google Cast to the Gear VR, in fact, it's easier to let kids use it; cast to the TV and now you can more accurately walk them through interacting and looking at the right things.
