For example having a sort of "game room" if you will, and you could interact with the TV , which would bring up streaming services, or you could have a game console of your choice, and it would bring up games or emulators, and you could have a device that you use to browse the internet, that sort of thing.

It depends on the headset, BUT generally yes this can be done. Oculus (Rift, Go and Gear VR) has both Oculus Rooms, AND Altspace for this purpose. Additionally Altspace is available on most platforms.
