Sorta, but not the actual street by street view, those you have to view on the phone, OR on a computer, the VR portion of Streetview supports what they call photoshere which are (it's tough to explain) kinda like photo collages of landmarks. For example they have a very cool one from One Trade Center. The views are panoramic and/or 360, meaning you can look around. But don't expect to see your house.

If you have a Maps app, like in Daydream, yes. Otherwise, it's a lot less simple.

Check out VISO Places in Gear VR. It piggybacks Google Street view for a pretty incredible experience.

I think that there is a highly acclaimed "Google earth" app for the HTC Vive. If you have one you should check it out, I guess it includes google street view.
