Can you use an xbox 360 or xbox 1 controller with the Samsung VR?

Yes and no.
Xbox issued a statement saying that they are bringing out games that will work with the Gear VR but its going to take time.
So most games will not work.

on the 23rd September they said

"Today, we’re excited to announce that the new Xbox Wireless Controller, will soon be compatible with controller-enabled games on Samsung Gear VR starting with Minecraft: Gear VR Edition"

and

"In addition, broader support across all Gear VR controller-enabled titles like Herobound, Spirit Champion, Omega Agent, and End Space will be available in the coming months.

So there is hope on the horizon!

In my opinion Microsoft has missed an opportunity by not making their controllers work with pretty much everything. It's the standard controller for most of my development activities, I have one in my bag at almost all times. It would be great if they released an app for Android / iOS that remapped it properly.

The new Xbox controller is Bluetooth and works with PCs. Don't see why it wouldn't work with Android.

Yeah, the new BT version should work fine.

Hi Welcome to the forum, I hope you register to participate more actively here, it's a great place to get involve into VR.

Well actually there is more than a way to do the things, waiting the companies to develop and release the tools and using some mechanism to achieve the goal.

Here you may find an option to do that with a wired Xbox Controller and a Galaxy S6:
